One fixed internal city list: All accounts now share a single, standard ~801-city list — no per-account copies, no drift.
Zero city mapping for merchants: At dispatch, each order’s city is translated to the linked carrier’s own city automatically. Just connect a carrier and ship.
Smart Auto-fill: A strong resolver matches cities across Arabic/Latin spellings, short forms (Casa → Casablanca), and carrier province suffixes (Afra → AFRA-nador).
